The Buffalo Human Rights Center and students at the UB School of Law recently released a report
on how ICE operations in Buffalo inhibit access to health care, education, work, and everything.
Since December 2025, hard copies of the report have been distributed to elected officials
here and in Albany, with plans for further printings in the future.
Paul Linden-Retek is Associate Professor of Law, co-director of the Buffalo Human Rights Center,
and faculty head of the UB team that drafted the report.

“This report is the result of … dozens of extended structured interviews conducted by
students at the University at Buffalo School of Law’s Human Rights Practicum over the
course of late 2024 and 2025. … The stories assembled here testify to an expansive
culture of fear and isolation; and they speak to how state and local authorities,
sometimes by design and sometimes by failures to take adequate care or by mistake,
contribute to that culture and its expansiveness … while our key recommendation to New
York policy-makers is to support the adoption of the New York for All Act, we include …
frameworks for monitoring and holding accountable those public institutions that are
tasked with protecting the rights of all people who call New York home.”
